who shall serve at the pleasure of the Governor and may be removed without cause at any time. Commissioners shall have knowledge of the judicial system and experience in the needs and operation of the Massachusetts courts in general and of the Supreme Judicial Court in particular. Commissioners shall be members of the bar in good standing and shall have at least fifteen years of relevant experience. The Governor shall appoint a Chair or Co-Chairs (hereinafter referred to as “Chair”) who shall serve at his pleasure.Legal Authority
